Mike Sullivan is an officer of the U.S. Fish and Wildlife. After Officer Charlotte Skyles was injured in a near fatal accident on the job, he arrived to investigate the bear Rip Wheeler killed in self defense only to discover the bear cadaver was decaying and feasted upon by wolves. He soon learned the Sheriff picked up the cartridges used in the shooting and was able to declare it self defense.
